You miss the central point here! With your Base area sovereignty comes the responsibility you now think you can get get rid of with some "privat" rulechanges. Now i already had some discussions about FL has or doesnt have to be a bit "realistic" but your zoners setup now looks simply surreal.

You saw what happend to the IMG-Base in Omega 7 i belive.

Do you realy think that can never happen to a Zoner base just because you have a godgiven Patent on "neutrality", nomatter how it affects sourounding sector sovereign`s? Did not IMG also declare "neutrality" towards Rheinland? Do you realy think Liberty AND Rheinland accept it if you make Bering YOUR new "neutral" Pirate Sector? Think twice about your artificial splitup of YOUR sovereignty and responsibility.
