I think Cloaks should be restricted to those who have EXPERIENCE with them, such as the Order, Nomads (Including The Wild; Das Wilde and Aoi Iseijin) and possibly Liberty/Rhienland (Very Experimental cloaks). >_>
Stations are gonna be tricky, because you gotta keep em supplied and protected, but that'll be part of the fun (especially for those Linux nuts.:P)
