I fail to understand how this change makes Zoners more unlawful than they were before. If anything, it makes them more lawful, since they are no longer protecting pirates from lawfuls within that 5 or 10km bubble.
Any pirate who would attempt to pirate people within 5 or 10km of a base is a noob anyway.
