Well based on player activity. Twice the RM players brought in their fleet into the Sigmas at Kusari's request and twice they got reduced to scrap with almost no loss from their opponants. This happening while at war with Liberty and some player thing also with Bretonnia. While on the flip side some RM players mustered up a fleet that was able to camp New York for awhile. Player activity is a bit too much of a rollercoaster ride in an unrealistic game mechanic engine to be used as a benchmarker for lore.
