QCP are not true Mercenaries. The Merc ID is our 'Letter of Marque', which if you bothered to read about, you'd know was rather common.

AGAIN, the QCO are BAF IDed and tagged Military. A real Bretonian faction, as you put it, filling all your little criteria.

And again, on history, Sir Francis Drake, a Privateer, was high-ranked in the Royal Navy and received a knighthood for his actions. He also received personal gifts from the Queen herself, so 'Queen's Privateer' isn't far from the mark.
