If they break RP rules they get sanctioned.

It's perfectly fine to break a house law (laws =/= server rules) and it even can be a way to build your character.
Your character's behaviour should result in consequences.

If your idea of people not giving a rats ass about RP is equated to a group not letting you have a one on one duel against one ship even though their RP says they'd smoke you anyways. Then I'm wondering who is the one RPng and who isn't.

That's more a matter of taste , and has nothing to do with this discussion.
(also I think you made a bit of a bold assumption there)

What I mean is per example corsair caps blowing up food transports heading for Crete.
sure it's allowed by the forum rules , still it's breaking the corsair law.
now I don't claim that people that break the rp laws should be looked down upon oorp, but there should be consequences for the character in question.
