You might try and join a pirate or unlawful faction, see how that suits your tastes. The closest thing you can get to a terrorist without admin approval is a Xeno; I'd recommend talking to Doom if you want to try that out.

EDIT: Or bluntpencil2001, as his SCRA faction all flies with Xeno tags. In fact, they might be a good faction for you. But yeah, like Dboy said, we already have the Phantoms and they do the job quite well. We already have too many pirates/unlawfuls, so more terrorists...have a non-zero but vanishingly unlikely chance of getting approved.
