In short, the requirements are the same - ie faction permission. In the absence of a faction, our thinking on who controls technology may need to be reconsidered. For now, consider those boxes red.

Do permissions given previously remain in effect (per the "tech permissions are irreversible" rule)? What about if a new Molly faction shows up, are they required to maintain the tech permissions list from the previous faction forevermore?
