Because that group can make a note they can give out to people? I honestly don't see why can't some random group give their own warning or license if they claim something and somebody else play along. And death sentences, too, why not? It's not like other groups would have to follow it. Take TLAGSNET (or how it's spelled) as an example of something special - it works for all policemen, not just the official ones.

Id rather have officials only than indies and groups, its as simple as indies and groups are easy to abuse this, while officials speak for the faction.... and tslangnet or whatever is only tied to police ids, hence u have to play a police rp, hence u cannot abuse it, having indies and groups who CAN abuse it, well thats all i dont want... if official factions do abuse it, its a lot easier to control with official factions
