Aren't the Xenos basically a terrorist group? If I recall correctly they consider almost everyone hostile.

Heh, you know you might not need to be terrorists after what I've read of your faction's purpose:

Well on this server we have no problems with pirate activity. In fact we need more House forces to face them, with the exception of RM. So a generic Pirate ID or maybe an untaken pirate faction would do the trick.
