What if everyone actually paid the pirates?

Piracy is probably going to get worse and worse regardless of whether traders pay or not.

If traders pay, the pirates get confident with themselves and expect payment, makes them more pushy and demand for more and more.

If traders don't pay, the pirates get frustraited and will become more violent, and start demanding more since they get paid less often.

And then military and escorts get a boost in activity and pirates die down and so the circle continues, as it has for years...
