You're putting me on that pedestal again...yeesh I just like writing and being part in stories.

But if it solves the problem, a witnessed fight between AW and the Phantoms for continued control over Gamma.

Proposed Terms:
Phantoms win, the AW are forced to relinguish control over Gamma leaving it open to anyone that ends up taking the corsairs as their rep.

AW win, they maintain their influence until the same thing occurs, Phantoms would be forced to stay out of Gamma or must leave when asked.

The fight could be viewed from Roleplay as the Corsairs deciding who to support, the Phantoms or the AW, since both factions have relationships with the corsairs.

I think in the end though, the discussion will be muted by a pirate faction coming in and taking the corsair rep since they would have priority for the system due to their rep.
