Do too many factions have capital ships?

Your forgetting something.
The outcast nation, through its extensive drug export is possibly THE richest nation of all. Compared to its size, the wealth can actually rival that of any of the other four houses. You do not need the have the resources yourself if you have the funds to acquire them from junkers and others.

I agree with this generally, although they would still in no way be as wealthy as the four main houses, but even so they would not have the money and crews to sustain more than a few, which could easily be represented by stationary dockable battleships.

The corsair empire has an "exchange deal" with "kusari".... They get food in exchange for artifacts. Corsairs are also heavily dependant on piracy, and when MILLIONS farm the omicrons, omegas, sigmas, bretonia and kusari then its more then obvious enough that they require what resources they need.

The Corsairs have been "farming" their artifacts nearly a century and a half. I would think there wouldn't be many left now and the money would be drying up. And even if there were still enough artifacts, the markets would be flooded with them by now.

Both the outcast and corsair nations are the size of a small house. They control half a dozen systems and each of them has influence in about 2/3rds of Sirius. Their playfield is so large and is so extensive that they can freely control whatever resource supply they need.

The Corsairs only really fully control Omicron Gamma, with heavy fighting against bounty hunters and Red Hessians pretty much everywhere else. The Outcasts only really control Omicron Alpha and Beta, and Beta doesn't exactly have much worth shouting about beyond the alien organisms. You can ignore the guard systems in terms of RP because they are totally not RP.

People are also mixing something up. In reality neither corsairs or outcasts have as many caps as ingame. Ingame = / = inRP lore. In Canon lore, neither house would have more then 2-4 dreadnoughts and 2-3 battleships AT MOST. Outcasts are by lore also stated to be heavily relying on the RM-1 Cruiser, the predecessor to our current cruiser ingame. Which is reflected by the extensive army of cruiser patrols in Alpha.

All in all, I'm in favour of having all capital ships removed from all the pirate factions. I would be fine having the Corsairs and Outcasts having a bunch of stationary battleships but nothing more. Both Corsairs and Outcasts I'd be fine having access to cruisers though, but even they push the boundaries of realism/roleplay a little much. Unfortunately, nothing is likely to happen in regards to all this anyway.
