Yes, it is against the rules. A pirating demand counts as an engagement, as established by a plethora of sanctions resulting from it.

Which is what I was referring too and yes. If the pirate makes his demand and you as the victim run and the pirate is unable to do any damage to you (sucky pirate eh?) and you dock and switch ships, you are breaking a rule. You were engaged, you died when you docked (if the pirate was in range to get the green message).

I'd call BS if he made a demand from more than 4k away and never got any closer than that, but it is up to the admins really.
