There is are three problems as you well imagine.

First, one hundred million credits is a high fine. Especially when those people being fined are the ones that do good work in your front lines. Drunk or not.

Second, intelligence on one of our contractors. That is bad for our health, just to plainly put it. We require guarantees and something that will make my manager say yes.

Third, i fail to see any improvements to your contract.
