They put guns on trains during WW2, but those trains couldn't take on an army. Same rule applies here. Economic and Industrial equipment is not meant for combat.
I think he means he wants some sort of lawful version of the salvager, but that can mine and salvage.
Also, that's kind of a bad comparison since I doubt he wants this mining vessel to win any wars. Be able to defend itself? Sure, just like that train with guns. Win any wars? Hardly.
