Could there be a reason for her to need a Merc ID? Of course, as Prim pointed out you can write up valid reasoning for almost anything.

No one's forced to give out tech. But you should at least have the consideration to review all requests before denying them.
I thought ignoring you was standard practice.

When i was in the Council, we still did review the requests. There was actually one guy who we totally would have given stuff to, but his char has half libertonian and that's a dealbreaker.
We just usually replied no.
