Which should be positive? I don't see anything good about that statement. It's actually quite depressing, if that is really the case.
I knew a lot of Corsairs at my time, even now i know quite a few elders. So should I go around skype telling them "Ye you know me, we pew-pew'd in O-91, i want a hessian gladiator now k?"?
Skype deals should be forbidden. Every approved request without RP background should be sanctioned.
That is abuse, gentlemen. What Hexx is saying obviously isn't, but using your position to give out technology to people you know orrply is abuse.
There are tons of factions who share a good portion of their members, that's no secret. Some groups like playing together, in different factions, nothing wrong with that.
However, if they start giving out technology to each other (or even better, to themselves (and there are a few examples of this)) - it's called abuse.
To sum it up. If Corsairs are not approving tech requests in roleplay, they shouldn't be giving anything oorply either.
