Question related to the Vigilante ID

Having followed the adventures of an asari justicar, I figured that taking a strong and determined stand against crime and corruption is an admirable path to follow, one I thought I would incorporate into Discovery in the form of a Vigilante character. Having revised the ID description (the one that stands in the wiki, to be precise), I concluded that I find a certain passage of it rather vague. Specifically, this one:

Players using the Vigilante ID MUST have a lawful tag/IFF and their equipment and area of operation must also reflect their tag.

Does that negate the possibility of a vigilante operating Sirius-wide? If not, is it acceptable if I slap a corporate IFF on my vessel and fly with civilian weapons?

Or do I have to pick a specific House in which the vigilante conducts his operations, one that would be reflected by bearing the IFF of its police force? If that is the acceptable scenario, can I operate in multiple Houses (perhaps allied ones, like Bretonia and Liberty) with an IFF of the Liberty Police for example?
