Few questions about the tech chart

We see many using others tech, mainly freelancers and even pirates using zoner guns, but many don't have permition by any oficial faction, so that is a tech chart violation right? Like using other ships .. for example freelancers using IMG Atlas (also a ID violation). What i like to know is what can we do about it? If isee a pirate or a freelancer with Zoner guns and i go to the permition list and i don't see his name, can i report it? And if i can, what will happen to him? Admin can take his guns?

Other thing, why Order have free permition to Zoner tech and Zoners don't have to Order tech?
