I'm fairly certain the rate of NPCs carrying goods in Galileo has been dropped significantly already. I used to kill NPCs up in Galileo before it was popular, a long time ago, and the drop rates back then were easily capable of yeilding 100 million credits in an hour with two people working together. Lately it's more like 20 million at most.
Move the Cassini Jump Hole if you really want to, but don't nerf the prices. Galileo isn't the only place I've killed NPCs for loot, but for a lot of commodities Cassini is about the only place worth selling it.

What we probably need to do is edit which corporations show up in these border systems, rather than trying to approach it from the standpoint of specific cargoes. In any case, I'll take a look at the commodity prices, and that will mitigate a great deal of the unbalanced effects.
Before either of you make any changes in regards to the NPCs in Galileo, I'd urge you to consider that Cassini is also getting a major change in landscape next version. So don't balance the commodities based on what Cassini is today, but rather what Cassini will be upon 4.86 release.
