Isn't asking for better stuff the whole point of weapon requests ? Why would my Hacker ask for Krakens if Hellflurries were better ? Why would mercenaries ask factions for their weaponry if Flashpoints were better ?

If the tech chart allows so unbalanced set ups, then there is a serious problem with the tech chart. Maybe we should look there in the first place.
