I would not want to admit it, but the lack of high technology fighters is limiting the Legion's power. There is other technology that we are interested in, but it is not as necessary as those fighters at the moment.

The other problem is that, with the Core Worlds almost non-accessible, the Legion has no access to capital shipcards of its own. Which is problematic, because without a strong capital fleet, all Brigand bases are in the serious risk of being obliterated by naval fleets. So, in order to build capital class vessels of it's own, the Legion needs a shipyard that is well protected, and well hidden too.
