Laowai. If I wanted to RP a Molly gang in Omegas I'd be perfectly within my rights to do so.
Mollys are not a pirating organization, they are people. They fight for independence.
If I put a Molly ID on my char, sure, most people will think I'm a pirate.
But I can use it and RP a peaceful character (not too often for Molly temper though) and fly around.
I can also go with my ma' and pa' to Omegas to live because I'm sick and tired of Molly silly politics in Dublin.
Just saying, there are plenty of reasons for Mollys to be around.

Also, the way I see it, one jump from a system that has your base is perfectly within zoi. For example, Lane Hackers are a Liberty faction, but they are very within rights to pirate in Leeds or Manchester. Well, same goes for Mollys.
And I'm actually quite amazed no one brought the point of Gaians going all the way to Kusari to hug with them Hogoshans and stuff? What's up with that, I suppose that's fine?
No one is bothered by Hogosha daily raids in Leeds either.
No one is bothered by Corsairs in Rheinland, even though they've no base or whatsoever in it, just a lot of enemies.
And Mollys are actually much more within RP to jump one system away and plant an ambush for them Bretonians and blow up their convoys.
