<span style="font-size:24pt;line-height:100%]Bretonian Charter of Enforcement Guidelines
Within the Domain of Her Majesty Carina I, Queen of Bretonia, Empress of the Taus, Sovereign of the stars of Dundee, Chester, Lewis, Orkney, Inverness, Poole and Salisbury, the following Rules and Regulations shall be enforced by the agents of Her Majesty, the Crown.

Primarily, all persons and organisations are granted, so far as they conduct themselves in a manner that does not inhibit these same rights in others, the rights of protection under the law, freedom of assembly, passage, and transport, with the following restrictions:
Trade and Cargo
The Following Item(s) are Listed as CONTRABAND.

Cardamine
Cardamine Shipments above five units will be escorted either to New London, for seizure and distribution to licensed pharmacies, or escorted out of Bretonia and into the Taus. Offenders will be fined 3 million credits.

Artifacts
Shipments of Artifacts will immediately be seized and transported to Planet Cambridge for safekeeping. Violators will be fined 3 million credits for the artifacts and 2 million credits for assisting the Corsairs, for a total sum of 5 million credits.

Counterfeit Software

Smuggling of Counterfeit Software is covered under Article III, Clause 5 of the Treaty of Curacao.

Slaves
Any person caught transporting Slaves will be immediately escorted to the nearest Bretonian Government facility to off load them and fined 5 million credits. Furthermore, because of the seriousness of the crime of slavery, all known slave ships will be barred from further conduct in Bretonian space.

Pilots of Lawful Affiliation

Any person that is carrying Pilots of Lawful Affiliation will be asked to drop them if transport is available or will be immediately escorted to the nearest Bretonian facility to off load them.

Synthetic Marijuana
Shipments of Synthetic Marijuana will be charged a tax, in relation to the cargo size: 200 credits per unit of; that is, one million max, for 5000 units. The traders however, will be allowed to keep their cargo and proceed to their intended destination.

Nomad Biomatter, Equipment and Weapons

Handling Nomad weaponry and Equipment, as well as Biomatter samples, requires licensing from the Bretonia Police Authority. Any ship carrying unlicensed Nomad Biomatter, Equipment, and Weapons can be fined up to 5 million Credits. Note: Alien Organisms DO NOT count as Nomads

Cargo Transported to the Tau Systems
Moving cargo across the Bretonian border into Kusari space or to any Kusari-held base is illegal, and will be treated as an act of war, making the transporter of said goods an enemy combatant Approved Bretonian corporations supplying allied bases in the Tau systems are exempted from this provision. Cargo being imported into Bretonia from Kusari is to be welcomed as a diversion of valuable materials from them.

IMG and Zoner ships may carry cargo through Bretonia and as far as their holdings in the Tau systems. IMG and Zoner ships found moving goods through the Taus into Kusari will be fined 5 million credits.

BAF and BPA pilots have the right to demand the destination of the traders and confirm it via intel. Traders found to be trading with Kusari must drop their cargo or sell it at Bretonian bases. Traders found to have lied about their destination will be treated as enemies of the Crown.

Licensed Entities; Independent Neuralnet Division (IND), Zoners, Independent Miners Guild (IMG), Bretonian companies.

War Material
Due to the sensitive nature regarding the use of the commodities commonly referred to as Nuclear Devices, Black Market Munitions, Light Arms, Plutonium, and Military Vehicles, a special license has been created to cover the shipment of military goods within Bretonian Space.

Military Material Licensing is obtainable from the BPA, with a licensing fee of 500,000 credits for every 1000 cargo present on a ship, or 10,000,000 credits for an entire corporation to receive licensing. The fee is used by the BPA to undergo an investigation of any individual or corporation looking to be licensed, and to subsidize Border Wolds Exports, the previously exclusive shipper of military goods.

To obtain Military Material Licensing, an individual or corporation must submit either their name or common registration, an abridged background regarding himself or their corporation, and the registration fee. Junkers, Kusari, Unlawful, Slaver, and Smuggler identified ships are ineligible for this licensing.

Human Organs
In a recent poll, it was found that 42% of Human Organs found being transported by private organizations were in the process of being illegally trafficked. Of those cases, 74% of the organs were going to legitimate organizations in the Taus or Border Worlds. To combat rumors regarding the suppression of Humanitarian Organizations, Parliament has authorized the creation of Humanitarian Aid Licensing.

Humanitarian Aid Licensing covers all medical and basic goods being sent into the Taus and the movement of Human Organs within Bretonian Space. If Human Organs are to be moved anywhere within Bretonian Space, Humanitarian Aid Licensing is required. Humanitarian Aid Licensing also covers the movement of Pharmaceuticals, Food Rations, Human Organs, Water, and Oxygen into the Taus.

In order to receive Humanitarian Aid Licensing, an individual or corporation must submit a detailed background of himself or their corporation, a detailed reason for moving the goods to the Taus or moving Human Organs through or in Bretonia, and a licensing fee of 500,000 credits per 1000 cargo for individuals, or 10 million credits for a corporation. Junker, Slaver, Smuggler and Unlawfully identified ships are ineligible for this licensing.

Gaian Lifeforms
Due to the sensitivity regarding Planet Gaia and its native flora and fauna, a Gaian Research License has been created for the sole purpose of providing researchers the ability to research Gaian Wildlife without fear of suspicion.

When applying for a Gaian Research License, an individual or corporation must submit an abridged background of himself or their corporation, a detailed reason as to why the movement of Gaian Wildlife is permissible, a detailed explanation of what will be done with the native flora and fauna, and a licensing fee of two million credits for an individual, or five million credits for a corporation. Only Researcher, Cryer, or Planetform Identified ships are eligible for this license.

Other Information
Those carrying any listed contraband or caught in any other illegal act, after paying the applicable fine, will be asked to leave the House systems. If they refuse, said criminal may be destroyed or blacklisted for a specific time.
Combat and General Conduct
Enemy combatants
Include, but are not limited to: Kusari Nationals, Mollys, Corsairs, Wilde, Nomads.

Enemy combatants should be dealt with in all prudence, with the understanding that they are a threat to the Denizens of the Realm. Persons projecting terrorist com signatures, such as Coalition or Gaian signatures, will be treated as enemy combatants.

Assisting Hostile Forces
Assisting any enemies of Bretonia, either through direct hostile action or trading with their bases, will result in a fine of 2 million credits.

Attacking an Agent of the Crown
Anyone who fires on any Agent of the Crown (Bretonian Armed Forces or Bretonia Police Authority) will be fined no less than 5 million credits. Optionally, depending on the severity of the offense, a higher fine may be assessed, or lethal force may be applied.

Ships Manufactured in Hostile Nations
Anyone found flying ships produced by Bretonia's enemies will be halted and questioned about their activities. However, mere possession of such a ship without corresponding Kusari ID papers does not, on its own, constitute sufficient grounds for prosecution or arrest.

Disrupting the Smooth Flow of Trade
Because a smooth running Trade Lane system is essential to the Bretonian economy, anyone found disrupting Trade Lanes in Bretonian space will be fined 500,000 credits, if not found to be engaged in piracy. Should the offender be engaged in piracy, they will be treated as an enemy combatant and the authorities will respond accordingly.
The Dublin Protocol

By Order of the Military Governor of the Dublin System, the following defines the actions of the Bretonian Armed Forces in the Dublin system:

All actions above will result in an immediate blacklisting. Any blacklisted ships will be asked to leave promptly. If they do not, the BPA/BAF will use lethal action. Offenders that are unable to pay their fine will be placed on the Wanted List* until they fulfill their fine.

Failing to obey the instructions of a law enforcement officer may result in force being used.

If possible, BPA/BAF will respond to distress calls from any Bretonians and ships in Bretonia so long as they are of a lawful faction.

The BAF and the BPA will cooperate in full with any other lawful agencies regarding terrorism and pirating.

<div align="center]New Scotland Yard issued this announcement this morning:

The Ministry of Justice has outlined new measures to deal with incidents of petty theft facilitated by the use of illegal technologies in Bretonia.

A law passed by Parliament recently prohibits scanners sold after today from receiving frequencies allocated to the X-band. It is also illegal to modify scanners to receive these frequencies, and also to sell scanners that could be easily modified to do so. An order issued by the Ministry this morning prohibits the use of scanners in any vehicle unless the operator's job requires the use of a scanner in a vehicle (ie, Police, Fire, Utilities, Customs and Excise) or unless holding a license issued by the BPA.

In short, the use of cargo scanners to identify the contents of a ship's hold is illegal in Bretonia.

While possession of a cargo scanner is not an offense, the general guidelines to follow when using a cargo scanner are that it is illegal to:
  • scan the cargo of any private craft,
  • record information relating to armaments on military craft or installations,
  • sell or import cargo scanners or use information received for personal gain
  • use information received to aid in the commission of a crime, or
  • disclose information received to other persons.
  • Use of cargo scanners carries the following penalties:
  • a fine of 50 credits for first-time offenders
  • a fine of 150 credits for second-time offenders
  • a prison sentence of up to six months and a fine of up to 150 000 credits for a third offence


Identity scanners may still be sold and used without fear of legal consequence. However it has come to the attention of the Ministry that certain criminal organizations have made unblocked versions available on the black market.

The Chief Commissioner refused to comment on the role of commercial interests in creating pressure for the legislation to be passed and dismissed rumors that Kusari spies had been using scanners to gather intelligence on Bretonian defenses.

However, a source at the Yard had this to say.
