Most newbies don't know how to RP. They learn it after some time. If they are disappointed right away and leave, then they cannot go to step B;)

Most newbies, the "good ones", those who want to learn, don't go "zomg I need to trade for a week then I get solaris ossie and I zomg keel everything. What, you're not the boss of me, I can gank that solo fighter we 3 ossies". You know what I'm saying? We reached this point only after many have tried to explain the proper behaviour, yet they've been ignored/insulated/flamed/whatever. People who act like that are the those I woulnd't mind gone.
forget admin or player regulation, it would just be a headache for whom ever had to do it.
just find a way to prevent purchase of a ship based on how many hours of playtime a character has?
relatively speaking, anyone can power trade their way to enough funds to buy just about anything. What if it were not as simple as just having the funds? what if characters had to spend X hours in game before being able to buy a transport or gunboat, Y to buy a Cruiser or bomber, Z to buy a battle-cruiser or battleship?
couldn't just "make a battleship character" from nothing on a whim, you would have to have a character with enough hours to do it, or buy one from another player.

I do however think simply making it so all caps MUST be registered to the secondary fleet before they're allowed to even put LN or LNS in thier name may go a long way in resolving it. Since most of these captains are either just [Name] or LNS-[Name] but not registered. And if it was also added that you have to have LNS-[Name] with a cap then those will vannish. Or atleast bother to fill in some paperwork ... which they probably won't.
All caps do have to be registered,or factions can get them FR5'd as stolen.
Some of us do not want to be "LNS" tagged because most "LNS" are lolwuts,and do not want to be labled as 1 for the tag.

I would also love to see evidence caps are worse then Snub's. Caps die in NY all the time to bomber swarms. A good cap captain does not engage,but runs from Bombers.

So do not give anyone a chance to learn? just tell them all,"go to hell,we don't want you" that will help Discovery? Right.
I started here,and got a cap 3 days after i started. Does not mean i should not be wanted by player base,cause i wanted to try one. In first month i had 6 BS's,i still RP'd them,and 4 were Faction tagged.
Denying new players rights is not an improvement,it is a sign of server going backwards.
Basically you cannot tell some people good,or bad. They have to learn it on their own. Denying that option will cause anger. The past has shown anger is bad,when a bunch pretty much shut Disco down for weeks to get revenge. Remember you never know who is on other side of web. Piss off a Hacker,and you get trouble. Trouble our well educated staff may not be to handle.
PS. Last time everyone yelled it is too easy to power trade for a cap guess what? Trading got nerfed. Did it help? NO! we got more traders that F1.
