2. I said nothing, did nothing but dock and my rep is perfect Junker i.e. red to Xenos and Hogosha.
3. I was under the obvious misconception that I was already a member ... now corrected.
4. I have now decommissioned my congress ship, a process which drew the ire of the admin guys who wanted to know why I was "stripping ships and transfering cash" as if I were involved in some kind of scam.

The liberty lawfuls, on the other hand, seem to think that because we're in liberty space we dont have this right, and refuse to obey it - openly attacking others near our base. I assume the reason for this cease fire is as protection to our station, much like the zoners enforce on theirs.
So how do we, in RP, enforce the perimeter when liberty refuses to acknowledge it? It's my assumption that junkers paid taxes and rights to 'buy' the space in that area around rochester, and therefor it is no longer liberty space - meaning we're well within our rights to enforce a cease fire, and liberty vessels coming into that space have no jurisdiction.
Need some clarification on that matter.
We will be posting the "Congressional Charter" soon spelling out some of our administrative practices and this will be clarified.
The "Junker Congress" (faction) is announcing and enforcing the 2k no engagement zone. Ships may dock, or pull away and continue to fight--but not be engaged or engaging within the 2k radius of the base.
Ways this will be enforced are by the presence of Adjudicator cruisers and the imposition of penalties upon pilots who refuse to honor this code. Junkers of all types are allowed to defend themselves and the bases from attack within this area.
More detail will be in the charter (I'll try to post it this weekend). It will explain "other measures" we will use to penalize offending pilots at our bases.
