I ditto this. Once it's determined that there's enough evidence to support the claim and it matches the rule, the next step is determining the severity of the fine/penalty. Things like how long they have been in the community, history of infractions, how the fine/penalty will impact the community etc. Things are very subjective and open for discussion amongst mods and admins. We all have our experiences and tolerances when it comes to rule infractions so if there's a disagreement with what the fine/punishment should be, it goes to a vote. This is also why it may take several weeks for a VR to process.
