IMO, this change is bad for RP and tactical fighting. I could understand it, cuz the admins have a lot to do with player sanction reports. most of them are such of rule voilation with using CE in a combat.
But this Rulechange is really hard and brings more disadvantages for the most of all player on this server, than advantages.
Isn't going to help you much Tesch, if you're going into cruise you'll be way more vulnerable for the few seconds you'll be on impulse speed than when dodging properly.
With the power drain, it cant be used for shieldrunning or catching up and immediatly WTFPWNING anymore, which is good.
And dont forget the admins said it was pretty hard to determine in sanctions for cruise to catch-up, if the guy entered cruise and therefore if the guy should be sanctioned.
GBs and cruisers have just lost any advantage against battleships they had.
The energy drain thing will make no difference, as it seems that is why you are doing this.
You've got this all wrong. We did the energy drain so the cruise rule can be removed...

Dude, I got engaged by 3 corsairs in california with my manta vs 2 titans and one of those corsair bomber, when i finely got one there shield down ther go in cruise wait till its up and come back joining the fight.
There should be something shield dont regen while in cruise.
or that engaging cruise will make the shield go down on fighter class ships

Based upon two words in your rather ... less than stellar grammatical note... there is a MAJOR problem here that you did not address.
Can you pick those out? I'll help you. Corsair and California. Those two words don't go together. Even worse, from your statement, there were THREE of them there.
If you were the only one there, I give you props for engaging three ships with your Manta. But you should've had a CD to be able to smack his back down from cruise.
