I'd say that if there's a tie, then there needs to be some serious mulling done over the issue. If three out of six of the (assumably) most responsible and clear-headed members of the Order, both indie and Bs, find fault in an issue, maybe it's really not that great an idea, or at least needs further thought and discussion.
in the event of the tie, you simply have to debate the issue until someone changes their mind. Welcome to the mental institution of politics, enjoy your stay.
The council can't attempt to enforce it's own laws on those who do not wish to follow them within the Order. That is the crux of the issue and unless that is changed (the first post says both so some clarity would be handy) then you will always run into issues, especially in regards to the rules.
The only this will appease *ALL* parties is to eliminate a majority rule.
The chance of a tie is 50-50 on all topics, which is why I recommended sending possible issues to Admins if we can't come to an agreement (i.e. deabating who's got what orders, what really happened in a battle, whatever) we can either a) let it die or b) send it to a senior ruling party, which in this case would be the admins.
Even split between indies and Bs| gives both equal say in this. If you don't like it, complain to your nearest Order Representative. If you're not in the Order.. too bad:)

Any comment? Or are you going to ignore it much like many other people's comments simply because it disagree's with your points?
He's already said that the council will only have authority over those who agree to its authority. Several times.
I'd say if you can't manage to get a 4-to-2 majority on an issue it should just be dropped rather than sent to the Admins, who probably have more important issues to deal with. Or maybe just placed on a back-burner for a little while.

Well the obvious two I have seen in-game role-playing are Eternal's Aurora and stewcool's Tenebras. (Never have seen Aki.Kimura online, except in one Corsair raid, where it was a Zoner Destroyer.)
