Everytime the server gets 'updated' it gets worse, the lag gets worse, the balance gets worse, the story gets more far fetched. You are the one that is wrong Kazinsal.
4.87 needs some help. It's just not as good as it used to be. The infuriating amount of player owned bases for one. And also definitely the bad story lines and lag as Hidamari said.

Patently false. Gallia is not the main development focus for 4.87, but rather the catalyst for it. 4.85 introduced Gallia, 4.86 expanded it, 4.87 uses it as a tool.

I'm going to go out on a limb here and say that I don't think any changes have touched Gallia for Update 6 at all and the main focus of the patch is Sirian factions and fixing broken gameplay mechanics. (post-edit: I'm wrong -- I think we've removed four dead-end systems.)
You seriously have no idea how much work has gone into everything between 4.85 and now. Removing Gallia from the mod would waste five years of work shared among several dozen people and most certainly be the oft-mocked "final nail" sealing Discovery's fate.
There are many more productive things you could be doing right now to try and spark activity in places that need it. Whining about Gallia isn't going to do jack.

What if use Gallia features in other houses? Yeah, that's waste of infocards - but at least not everything, ships can be used somehow too.
Personally I think, bringing storyline to 4.84 would be cool, before Igiss madness in 4.85.

why don't you give it only for factions? change PoB to F(action)oB.
there is no better way to solve problems, to increase the RP quality, than to give factions rights to deal with it.
for god sake give the bases only for them and problem solved. if you don't want too many bases, limit them for 2 or 3 or whatever per one faction.
if there will appear problems with wrong located base or something, then it is a lot easier to solve problem with a faction: RP, diplomacy or admins intervention.
there is no bigger value in this community than official factions!
however last times I see that there is a tendency to reduce the importance of official factions, so this is not acceptable idea probably.
If you look at some of the trouble-causing bases, they are in fact operated by official factions. Rather make bases srp to ensure that the rp quality is in fact there, indies and factions alike would have something to aspire to.
