it's totally understandable that disco is not and should not be a substitute for a job.
what the official nomnom fellas -could- try is actively recruiting more people instead of flying on their magic blue carpet of elitism less then 1 hour per week and complaining about how the whole of sirius ganks them.....

And how exactly are we supposed to recruit people when all they care about is Nomad tech? Just look at Knight's post, 128th I think it is and you'll see.

put some effort in it.
You said yourself it ain't that big of a deal to join the official nomomz,
make people aware of this , make people enthusiastic about RPing a nomad.
Because it's not unreachable and it is cool.
Maybe I will have to quote my post 128 in every page until I receive a damn serious answer of Why you really want the nomads to be open if we offer so much kind free offers to our recruits:

Those who are interested to really become nomads already have contacted us...others need to do the same instead of whining here why they cant get free terrorist ID.

I'd bet it is rather hard to recruit a person while they are trying to krieg you with their crummy human technology.
If a person can't make the effort to find the K'Hara's subforum - then they aren't wanting to join the Nomad faction for the role play. They merely want to use Nomad tech for its overpowerness.
The leadership of the K'Hara have already throughly said what needs to be said regarding the topic here.
Wanna know what'll happen if Nomads are open for all? See Corsairs, Outcasts, Hessians, Liberty, Rheinland and Bretonia indies, no RP and lots of battleships.
