Since we cannot get any exceptions as it seems, then we would like to create the installation at this location as recommended by the Kusrai empire rules. The document provided shows that the desired location will be more than 5k away from the planet New Tokyo, Trade lanes and any other installations around it as the empire's rules stats,

Concerning transportation and supplying, We usually use our corporation transporters and ships which are all tagged BMF| and IFF'd by BMM affiliation. if we are going to use or hire any untagged transports for supplying the Arkenstone installation then we will first inform the Kaigun through the government communication channel about the new ships' names for permissions.
