As far as I'm aware, only players who have order characters will be able to place their votes.

A problem with the forum poll option, it doesnt prevent people without characters of a specific faction from voting. Votes will have to be counted up manually, with each person who posts listing their order character(s).
If n00bl3t does make a topic and a vote for the council, you can't stop him and it is in his power to do so. Remember that this 'council' firstly doesn't exist yet, nor does it hold any power in reality. People could just as easily fling up a 'council' tomorrow if they wanted and it would be the same, save less Bs| interferance.

like i said, admins are discussing things, thats why a voting topic hasnt been made yet.

How should this election take place? Please provide a solution if you're going to continually criticize this into the ground.

The dictating I was referring to is the ability for the council to choose if it wants to have more seats for unoffocial factions.
As for the rest, since this was directed at me, here is how I think it could be done:
Some 3rd party person (someone with no order character) creates a thread for nominations. Nominations are PMed to them. Each nominee gets to PM that moderator a brief summery of why they should serve on the council.
Then every order character can post in the thread their name and what three canadates they want. The votes are tallied up, and the top three votes become the independant representation.
Here's how I think it SHOULD be done:
Elections done fairly and right.
As long as Tenacity gets on the council in the way it SHOULD be done, I do not have a problem with him being on the council. Again, I am not voting for him. The Inconsistancies in his RP bother me too much for that, but as long as the elections were fair and right, i will follow the council, even with him on it.
I actually suggested something similar to that for the voting remora, it was denied because the people running this dont want to make anyone's votes public.

What kind of assurances do we order independants have that it was done fairly and right then, instead of secretly selected with our votes thrown out?
Shouldn't the independants decide how the independants choose to decide how the independants are chosen? Who is denying us that right!
Okay, that sounds a little rediculious to me too, but the point is, whose hands is the voting proccess in? Are those hands trustworthy? What are the plans for those hands to prove that the outcome was legitimate?
