Not necessarily. It may mean that, but it could also mean lines like "damn, I have no cash but I'll give you my mother-in-law, I hate her anyway", crying like a little girls or offering us various services.

For example, we met a Rhainland train and a Liberty super-transport in Cambridge. The rheinlander was empty but he offered to pay us for the libertonian's cargo and everybody was happy (except for the dude from lolberty, of course). We also had lots of junkers or zoners who offered their ships for us to haul pirated goods and by doing that they made some cash and avoided paying anything. If we ask for 4 million don't start Q_Q'ing in pm's, calling us lolwuts or hitting shift+w like a mad man but instead offer us 1 and you'll probably get out of it by paying 2.

Sure, that won't work all the time but it's worth a shot since running silently and agreeing to pay our demand only when we catch you after a 100k flight or when your hull is at 10% will get you killed. Calling the cops also equals a death sentence.

So, like they say in the movies, work with us and nobody will get hurt (except your pride, like Vlko said)

Back to the point which i'll cleary state it. You demanded 2 milrdie then you went turrets or die. I didn't said that i don't have money, you started to shoot (Berny) my "turrets" which you've barely hited them and hurted my hull more than any of my equipment.

1. You can't engage any transports at will because you want so (in case rules got changed and i can make a sair and blow up every transport i see on sight with one line of engagement).
2. I wasn't pirateing there.
3. When i've started to type about "services" as i saw you've changed your demand from 2 milordie to turrets or die my shields were already down.
4. Probably Vito realised the mistake did Berny and changed the demand to 1 mil or die.

I couldn't care less if it's 2 million, 1 million or whatever sum you'r asking lately i would've payed it anyway.
My last encounter went with you a bit much the same (no time to type, get rammed do a 360 flip and then dock).

1. Yes, we can engage anyone at will because we want to. We just can not destroy a transport without making a demand. If you walk away with no turrets and 1% hull we are still withing the rules. Please go read the rules one more time. Also, we don't need a clear line of engagement to shoot you, this was discussed numerous times.
2. 3. To be honest I still don't see what the problem is. You were in out front yard, flying empty, no supplies for us and no artifacts, which means you are a valid piracy target.
4. No, Berny did not do any mistakes. Keeping your shields down or putting some holes in your hull just adds to the fear-factor and makes traders understand we're not to be messed with, especially in front of our home base.

You went away in one piece, with none of your turrets destroyed and paying just one million credits. Sometimes we play nice and sometimes we play like trigger-happy crazy people, depending on our mood, I guess. It has been like that since the begging and we're not planning on changing that

5.2 All attacks must be the result of some form of role play. "Engaging" is not sufficient. An attack is any hostile action that drains shields to less than 50%. Being hit with a CD is not considered an attack. If a player is attacked he has a right to defend himself regardless of who is attacking.
