Considering the base was put their by the 101st, and according to the wiki, it's their home base too.

Isn't their base the only one that actually sells the OC dread?

EDIT: Yes, yes it is. Ranseur is only sold on Corsica. If the 101st want it to be their system, I advise they make a quick change for 87 and move the sellpoint to Omicron 81.

And as information to Sindroms, if you come to Corsica for the sole reason to buy a Ranseur, get there, buy it and then leave.
We'll not stop anyone from buying that ship there, if that's the reason they came to that station.
This might change once there's another sellpoint for the Ranseur. But so far there isn't.
