It wont matter if they don't belong to a faction.inRP some houses might find them to be a thorn etc and would seek to stop its operation.Thus improves RP and gameplay between the players then just simple smuggling.

The amount of smugglers on the server now you could probably count on one hand, this idea was meant to increase that number so that House lawfuls, the police specifically, have something to chase. Blowing up a base, which I have done a few times both on Disco and on EVE are boring affairs with about as much RP as a two line engagement.
These bases are design to generate activity, think of them like the junker bases but with a twist.

The positions of the bases is something I really couldn't decide on so I did the lazy thing and slapped the crosses on fields just to give a general idea of where they might be placed. I'm open to suggestions on their position but I must insist they stay in the systems described.

I wouldnt mind one being placed near Ainu on the other side of the Tau 65 JH. It would give me and my girls something to smuggle to and from/Defend

True though I'm not a fan of having stuff off plane, it makes the bases feel out of place. If possible I'd prefer hidden or away from the beaten path.

Interesting proposition. Unless some adjustments are made, a lot of old "black market" POBs fizzled out because of the difficulty unlawful players had - not enough accessible buy points for materials, too much time spent cruising and smuggling vs. tradelanes, massive lawful cap fleet sieges etc. Some players even resorted to having lawful corp ships supply their bases due to the cargo hold allowances. Having (more) permanent fixtures saves players the time grinding and devs the time shuffling/placing NPC bases, with all the headaches both entail.

Questions: Will bases exclusively accept their associated smuggled commodity? Will they sell anything else (ex. regens, munitions, another commodity)?

Some of them are, admittedly, still in high traffic areas, but I agree that off-plane bases are not a solution either. Look forward to seeing this idea develop further.

My intial idea was to have each base offer prices for commodities shipped through that area, the specifics of which I have yet to go into. So for example, the base in Leeds would have a price for Silver and so on depending on the trade routes through or near that system.

I've been pondering the position of the Leeds base and I've come up with two possible locations:

G7: Just outside the field but not visible from the London gate, excellent positioning next to Manchester and Magellan jumpholes giving pirates and smugglers a reasonably close drop point.

C7: Inside the field and just bellow the Dublin and London holes, nicely concealed with a cloud and forces pirates and smugglers coming from Magellan/Manchest to cross the lane. A healthy bit of risk vs reward.

I considered more northward positioning to be a little too far out of the way and dangerously exposed/close to pre existing stations.

Thoughts?

I like the one in G-7, it's also better positioned since in NL right by Leeds JH you have Trafalgar, thus there is little use for the smuggler depot in C-7 in many terms

Good point, G7 it is.

Now the tedious part, collecting all possible smuggling and trading/pirate routes near these bases. If anyone trades, pirates or smuggles within a few jumps of these systems please let me know in this format:

Base: Hokkaido/Stuttgart/Leeds
Commodity
Buy station and price
Sell station and price

And of course if you have an idea let me know, I want to get this as solid as possible before I try to get it done.
