A Level 20 squawking out coordinates, numbers and ship types at a blockade in New York is generally immune. Just take his name and look for him at a later date; often times they fall into an ID such as Trader or Freelancer, which leaves them open for revenge.
Snitches get stitches. But keep it within the rules and ask for monetary reparations first.
I think if you are spotting for attackers or resupplying them, you are "part" of the attack and should be able to be shot at just as if you were using guns.
If that's not acceptable, then ranked players who LET an under level do that should be sanctioned if it's blatant and intentional.

One that hasn't attacked you in any way?
Or perhaps you'll just shoot it when it's stationary?
