I am pretty sure you can carry a maximum amount of 1000 batteries regardless of cargo hold size. With a consumption rate of 2 battery/second it is enough for 8 minutes 20 seconds, from that 1 minute is spent on charging the device.
And now we have another cap/transport nerf, and another advantage for SNUBs. Logically bigger ships should have ability to stay much longer under the cloak than SNUBs. Why not to change heavy batteries to have them 2000 in hold, and usage to 1/sec? It will greatly increase caps ability to stay hidden and increase their ambushing capabilities. Ok, maybe too much-it would make them invisible for half an hour. But at least make them invisible for 16 minutes, like snubs, and snubs for 8 minutes. Why SNUB's can stay hidden over 16 minutes and BS, with bigger hold, bigger core, and overally more advanced can stay hidden only half of this time?
I am tottaly FOR this change: batteries are a way better than cargo. It was really needed and is really good. But it's ballance sucks.

I am pretty sure the consumption rate is 1 battery per second.
Small cloak eats 8 light batteries per second.
Medium cloak eats 4 light batteries per second.
Light batteries don't take cargo space and their quantity is limited to 1000.
Large cloak eats 1 heavy battery per second. 1 battery takes 2 cargo space.
