First of all freelancers are not unlawfull, so they have no problem with pirates docking at their bases. You love to pirate but don't like using freeports ? okay, try these systems :
Coronado: Gives you access to the Taus, Bretonis, Liberty
Koeln: Gives you access to the Omegas, Bretonia (only a couple of systems away), Rheinland
Sigam 13 : Gives you access to Rheinalnd , Sigams (obviously), Kusari, Omicrons
You get the picture.
Pirates are in fact pretty much freelancers and are welcome to dock on freelancer bases. Furthermore all unlawfulls as far as I know, are welcome to dock at freelancer bases. So pirates and other unlawfulls don't really need a separate system for them to meet?!!?!
Like someone already mentioned, there are a lot of systems already, we don't need more. We barely use the ones existing now.
Edit: also let's not make this an indies VS officials thing, because , believe it or not all members of any official faction, also have indie chars, like all of them. So no one wants to hurt indies here.
Pirates and generally "bad people" (whatever that means) already have places they can dock and interact with other pirates or "bad people". These places are called Freeports, Junker bases and Freelancer stations. There's really no need for there to be a whole restricted system that makes no inRP sense just for "bad people" and stuff.
Eh... A Pirate Haven idea was ok and considerable but the jumphole connections is just weird :/ Nah.
speaking of Cayman, Cayman has this Red / Yellow / Orange color that looks very much like Fire and Lava, perfect for Slavers / Pirates Haven (maybe even SMugglers), a Slaves hell. A place where no slave, no prisoner want to be in.
But other than that, the Connections would make that system OP. Not to mention how many Systems got nerfed for exactly this reason (looks at Omicron Lambda). It wont happen, sadly.
