This part looks gloomy, which needs a better explanation. Ranking structure should be put forth in more details as well. It looks like a top scorers table.
The problem is, you guys are going to be flying around with Zoner tags and IDs - which everyone knows are nuetral, and by your own goals you're going to be stirring up trouble.... Someone gets attacked by you guys they wont see your faction tag, they'll see zoner and that invites one thing:

It will happen, zoner traders will be targeted in revenge attacks, and regular zoners who insist on strict neutrality will be severely questioned, if not deliberately targeted themselves. You may also find that there could be a backlash against you from other zoners. Your enemies are mainly pirates - may i remind you about how tenuous the Zoners foothold is in Corsair space? target enough corsairs and you can kiss the freeports goodbye.... and any hint of sanctuary or "no fire" zones.
For this to actually work, you would have to NOT look like zoners in any way... DON'T fly zoner ships, DON'T have zoner tags and id's - however, i think server rules would mess that up.... you'd need a generic iD like merc or pirate otherwise you'll get showered with sanctions for oorp zoner behavior.

Hmm. Yes. I would have to say people that do not approach the forums will not be aware that the Zoner council has denied any knowledge of the group and as such they would attack other Zoners.
The sanction boards might also flood.

If you really wanted to be special forces etc, avoid using the Zoner ID and Tag. Instead go for Mercenary. How can you be secret when you broadcast you are Zoner?

We're not going to attack every ship in the area, it's more likely that we will target zoner-hostile ships and aid allies (We will aid allies anywhere not just near freeports). If there aren't people attacking zoners then (for RP sake) a helpless transport can be arranged.

No, we don not attack 'just for the hell of it'. If we were to attack it would be a) in self denfence or b) as a 'raid' designed not to kill, but to wound the opposition gaining a superiority... example: If there was an outcast and a corsair faction that were fighting and the outcasts got the upperhand... we would strike the outcasts to cripple, not destroy, forcing them to re-supply and keep the freeports alive

The ranks are an adaptation of current military ranks (in Australia anyway)..... not much more to be put forth..... the guy at the top is Admiral the Officer Cadet is at the bottem... each answers to a superior..... don't know where you were going with this?
Anyway the idea of unfriendly/Enemy is in accordance with the current threat level assigned to them.... as above if one faction was becoming more powerfull, a big enough threat to the Zoners, they would be moved from neutral to unfriendly... if they keep gaining power then it is time to attack untill they are 'managable' again

I'm guessing people attack due to the tag infront of the ship, rather then what they're flying or what ID they have... If I were attacked by a member of [OPG] I wouldn't care about others flying a titan or that have a corsair ID, I would be hunting the [OPG]

Well if those people question me in game I'll tell them about it... But EVERYONE should be going onto the forums!

If you attacked an order ship.... we may assist the order if requested and especially if you were part of a powerful group that is hunting down the order... If you were attacking a zoner you would be killed... If you were attacking just some random and you were just a lone BH we wouldn't care
