Um, why is Inverness in Hellfire ZoI? That is Bretonian region. It is not even directly connected to any other system in their ZoI. Also:
"Can demand Cardamine, Slaves, Nox, Artifacts, Liquid Cardamine from any ship (including transports) and destroy them if they do not comply." Shouldn't this also be limited to their ZoI? With current wording, they can go to Alpha and demand Cardamine from OC transports.

Same for Official ID.

And how is Newcastle relevant here? That is not in Hellfire ZoI, it is not a system bordering Liberty.

No, Inverness is not connected to Cortez, it is connected to Coronado, which is not in Hellfire ZoI.

All actions are limited by ZoI unless stated otherwise. I don't see ANYWHERE on the end of the line for example.
