As far as Liberty goes, try to make a role play transmission to the Liberty government and build a solid case. If you have a good enough reason, or try to compromise (for example, fly under armed supervision for a while?), they might allow you to use a vessel that is typically illegal. Maybe try to fly with a Liberty engine to make yourself appear more legal and legitimate?
