Yea, that's true, Navy do scan ships and they protect Liberty and its borders. Also the current Navy info card and the original game info card both mention that Navy does more than just going to war. They patrol daily and scan ships and protect liberty's economic welfare. Just look at those NPCs do you think they're added just to fill empty space? Their patrol paths make a lot of sense.
To be honest your proposal looks foolish to me and would ruin Navy's activity a lot. People play Navy because they like that RP if they would like to play as Police they would do it right now. We don't need to force people to play as Police.
They all work together LSF, LN, LPI and that's how it is explained in their info cards and during some of the storyline gameplay until all hell breaks loose in Liberty.
