Blood Dragons and the Corsairs are open enemies.
for a few reasons:
1) Are actually Encroaching Kusari space.
2)Despise the Artifiact trade, and since Hogosha support the corsairs in this aswell, makes them hate them more
3) Gajjin

We Blood Dragons are enemies with Corsair due to our alliance with the Outcasts and as other have said we do not like the Gaijin entering our space. We fight the Corrupt Government of Kusari and any other forces we deem a threat to the our people.

On the topic at hand, I don't believe its out-of-RP in a neutral zone such as the area around Yanagi or the Freeports. Moreover, it should be in RP for the guy's to have a drink, rather than out of RP, since I think a Corsair and an Outcast were talking in a bar and laughing with each other according to some rumours.
I doubt everyone inside a faction, especially if they are born into it, thinks the same as each other.

Moreover, it should be in RP for the guy's to have a drink, rather than out of RP, since I think a Corsair and an Outcast were talking in a bar and laughing with each other according to some rumours.

Yes the outcast are Gaijin but the outcast are allies to us and help us fight the corruption in Kusari space by supplying us with credits and arms they also supply our sisters with the drugs they use we the Blood Dragons are not addicted like our sisters but we accept why they use the drugs. The GC have their members cardi adicted to weed out any possiable traitors or spies sent by the Government it is a necessary evil that we accept because in the past the Corrupt Government of Kusari had tried and failed to slip agents into both of our ranks.

In any case, it would seem the Dragon and Corsairs would dislike each other but, in the majority of cases, have more important business to attend to.

Outcast NPCs are not found anywhere in Kusari, unlike Corsair NPCs. Also, as I pointed out previously, Corsairs and Hogosha are closely linked, while the Hogosha are the ones responsible, in part, for the percieved corruption of the Kusari regime. Plus, as has been stated, Outcasts keep the Crysanthemums supplied, who, in turn, keep the Dragons supplied.
However, it should be noted that Dragons hate the Crysanthemum's dependance on Cardamine, it just so happens that both factions share the goal of toppling the current Kusari government. (As an aside, I have always wondered what the outcome of a Crysanthemum/Dragon victory would be..Crysanthemums want to completely re-work the Kusari laws and ideals, wheras Dragons are very traditionalistic...maybe the two would fight against each other?)

There's certainly a rumor of Outcast/Corsair romance somewhere, and many authors (especially poets) have picked up on the idea of "if I met you in a pub, I'd buy you a drink...but as I meet you on the battlefield, I try my utmost to kill you".

Outcasts helping to fight corruption is one of the funniest things I've heard in days. Look up corruption on New Toyko in the news articles, and you'll find the word Cardimine dancing around not far behind.
I've always wondered why the BD are allied to the 'Casts though. I've often though they should ditch the 'Casts (to a neutral position) and pick up an ally in the form of the Order.
In SP the Order and Dragons coexist effectively, so I was a bit suprised with the way the mod developed the two factions.
And on the original topic, Junkers try to enforce Freeport status, with varying degrees of sucess. You could still kill each other, but don't expect the Junkers to be particually happy with you and keep a space for you open in the hanger.
In the end I suppose it goes down to how your character feels about the Junkers
The reason the BD and Corsairs are hostile is the clear link between the Hogosha and corsairs... The hogosha have fingers in a lot of pies in kusari and weild an enourmous amount of influence as a result... The Hogosha/corsair alliance would imply that the corsairs have an impact on the dealings of the government that the Dragons are hostile to.
Therefore, the dragons would fight the corsair influence on the kusari state tooth and nail.
With regards to the OC, the Dragons don't regard themselves as allied, it's just we share common enemies, and don't want to get in each other's ways, plus the indirect alliance through the GC. Dragons don't like cardimine much, but perceive it as a lesser evil than various other things...
Being the Corsair in question, who offered drinks to Dragons...
Area around Yanagi is considered a no-fire zone, enforced by Junkers, much like freeports by Zoners...
Thus if one cannot fire, one can drink. Also i offered, so to say forced against their will drinks to GMG, and some Blood Dragons, naturaly those that did not accept died. So a blood dragon that did accept, was mearly saving his life. And self-defense is the one option wich allows you to go very out of your roleplay and still be in it. When your enemy points 16 armed turrets at you, and tells you to drink, what do you do? Think about oh he's my enemy, ugly corsair, let me shoot him, (in your HF)... or do you think, i'd better do what he says. One false move and i'm dead. Sure, drink, hell i'll drink, let's get drunk so i can then run away and call my budies...
That's the beautiy of RP, you can RP extrordinary events, Green didn't dock on any BD base, just offered a common pirate, even thou his enemy something to drink. Out there where power traders and their battle cruisers are our utmost enemies, a BD HF hardly looks like much of a threat, he looks like a poor sod, who could use a drink.
Green Hawk is also very much engaged in charity (check topic 18470) helping others is what he does. Giving them cash and equipment.
Having said all that, during that time we also engaged in some pvp 2 dragons were killed, there is no doubt that we are enemies, but should two enemies agree on a cease fire and a friendly bretonian drink? It seems perfectly resonable to me.
To answer the beginning topic in plain words: Yes they are enemies and yes they can have a drink by Yanagi.
It is a very nice brake from "Shoot if it's Red mentality" discussing the good old days when all blood dragons still had honour to fight in manly 1 on 1 combat and days when they drank Sake and fought side by side with Order,...

Dragon diplomacy has always been screwed. Should get fixed in the next version, but.
I wouldn't say BD-CO are openly hostile. Maybe if the Corsairs wiggle their way into the western part of Sigma 13 or the Southern parts of Honshu, but besides those points, I doubt there'll be any confrontation. (Unless ofcourse, one go's looking for it.)
If your one for RP, I also wouldn't base diplomacy on "Blood Dragons are buddehs with the Outcasts". Since that's basicly screwed too. The only reason the Dragons would ally with the Outcasts is because of the GC. But I assure you, every person who properly RP's a Dragon won't like the fact that he/she's allied to the Outcasts. Same for the NPC's. Just read the Dragon rumors.
