For all of my life, I have never seen any MAF, RHA, LWB, or AFA in New York. I highly doubt that those fractions would allow their members in for their "daily PVP fix" as it's rather OORP and the leaders of those fractions are all respectable d RP-ers.
The Ravens never show up anymore (though they have before) and freelancers are not allowed to openly attack lawfuls.

But besides some of the groups there, above is true.
However, in 4.85, the Navy will be stepping away from patrolling (or it will be trying to) to combat Rheinland forces.
Hence, why all LN characters must get guard tags to designate that we are naval officers fighting in the war.
Hopefully, this will pump up LPI recruitment.
My only worry is the unlawful spam that will take over New York while the LN is camping in Bering or Hudson.

It's a vicious cycle unfortunately. Everyone seems to think "well they do it, so that makes it alright for us" when it comes to the whole arguement of capspam.
Xenos have no caps, and the LR faction to my knowledge has maybe two partially active Gunboats. The rest you'll find are mostly indies who don't even read the forums on a regular basis.
Personally, I say don't sweat it. 4.85 is just around the corner, and you'll be seeing less Gunboat pirates and dessies hanging around.
With 4.85 we should end up seeing a lot less capspam in Liberty, at least from unlawfuls. The LR and Hackers are the only ones who'd have Liberty in their Guard ZoI, and you don't see many LR or Hacker Guard players who aren't in the player factions (who don't generally use capships).
And hopefully the LN/LSF/LPI can convince the indie lawful capships to not gank solo pirate fighters with their huge ships.

The topic is that everybody and their brother wants to bring his unlawful to NY and "Kills some law dogs". Fine and dandy. You get your fun. We don't. I can't even log on any more even to do missions without getting ganked. Then I hear people moaning "Oh, I can't go to NY".

There's nothing you can do to restrict the indies, but I doubt faction use of gunboats will increase significantly. Gunboats aren't as much of a problem as cruisers, two bombers and you can taken them down in under five minutes.

Not true, none of the police can have them without a guard tag. I seem to recall there are 1 or 2 more that don't either.
And I agree, more pirates in gunboats, cops stuck in light fighters.

Cops should be flying VHFs and bombers, whatever anyone else says. Especially in 4.85, when it's up to them and them alone to stop smugglers. Your primary job is to stop heavily armed and even more heavily armored transports hauling thousands of units (however big a unit is, but it's pretty big) of dangerous contraband... That's a job for a bomber.
