They are legal cargo in both Liberty and Rheinland (at least at this moment). Only jumpgate and trade lane parts are restricted, but bonus applies only to Ageira and DSE IDs (which are allowed to transport them in both houses) anyway.

Universal Shipping ID is allowed to transport them as well, I would assume that includes Rhienyland as well.
