I believe the best approach to handling the publicity of the relations would be to present it as The Core being coerced by Gallia. How that is achieved, I don't entirely know, but it's a suggestion I'm throwing in.

The proposed route for the convoy is sound. The Core can offer suitable protection and ward off hostile elements that might try to ensure it fails. You also have our guarantee that we will not let the Promethene fall into the wrong hands. We will prepare a shipment of DT Fuel and Azurite for you to take back with you.

I cannot say I know the specifics of Azurite and it's function, but only know it greatly increases energy efficiency in it's applications. If you like, I can patch you into a channel where you can interface directly with our head of R&D - they may be able to explain Azurite in more detail.
