Agreed. How about supporting the shogunate instead of bringing it down? A simple change in alignment, and with a huge number of k-unlawfuls, a k-lawful clan may find themselves readily accepted.
to add onto what coin said, you would also have more fun doing so as the unlawfuls ( Player wise) can go do what they like, its only the NPC's that are stopping them.
Unlawfuls outnumbers the lawfuls too much as it is.

What should this faction be, an Elite Wing of both KNF and KSP? (Like the CIA/FIB?)
A Religious Order like I have it set up to be but more similar to the Free Masons and Knights of Templar?

First I have to agree with the statements about the number of unlawful kusari factions, it sometimes seems like their rp is reduced to piracy because of the lack of enemies.
I think if this is going to become an elite wing it should be a naval forces (sub-)faction. To explain my oppinion I'll make a comparison to the situation in Rheinland. There they separated police jurisdiction and military jurisdiction pretty well. smugglers of course are something for the police as well as "little criminals" like the LWB, while the bigger ones like hessian or corsairs are a job for the military. In such a case a police elite wing would make sense to have someone focussing on armed shorties.
But I can't imagine a differentiation like that with the Kusari criminals. there's no faction I would consider significant smaller than the others. No question about the dragons I guess, but the GC are in my opinion to aggressive to be underestimated.
My point of view, but wait for a KNF player to stumble in here (or KSP, but I can't remember when I've seen the last one :( )

Well as an Hogosha in the Black Dragons it would suit me better to have another allied faction rather than another enemy to add to the list.
An Elite group of Miltary Ninjas would be interesting, maybe the emporers personal body guards, and of course close allies to the Hogosha, and also like the Hogosha not afraid to get their hands a little dirty.
I have a potential idea. Perhaps, we can connect this with the Consortium in some way. Since Kusari is not yet aware that the Consortium exists, or the true scope of it's long term intentions, they have yet to identify them as anything other then normal riff-raff. If this faction is based directly off of Ishimoto's capture experiance, then he could possibly learn something about the Consortium while he is there.
He takes his findings back to the KNF when he is released/escapes and tries to explain the threat, but is stonewalled by beurocratic red tape or some such. So, ultimately, he forms some kind of seperate wing or squadron of the KNF specifically to help protect Kusari from threats such as the Consortium, and to an extent the Nomads, Wilde, and Phantoms, or any other Alien/Paranormal activity.
Given, I still want to stay mostly covert for the time being, but having one specific faction that knows about us is worth the RP.

Hm, so much like "The Order" and the "LSF" of Liberty. I could actually see that working.
From your posted RP, it would not be too much trouble to simply become a wing of the KNF that worships the Emperor as a god.
Kusari unlawfuls are all well and good, but having no opposition results in a Kusari with no traders, which severely limits the opportunities for the unlawfuls to RP...
