Affraid you won't do such a thing on this wonderfull router. What you can do though is:
1 - Reserve IP addresses for every single machine / disable DHCP and use static addresses
2 - Set them like:
192.168.1.1 - router
192.168.1.2 - your pc
192.168.1.3 - parents pc
192.168.1.4 - x-box
192.168.1.5 - your neighbours pc
192.168.1.6 - your other neighbours pc
192.168.1.7 - microwave
192.168.1.8 - dishwasher
3 - Go to wherever you block the ports in on that router thingy of yours.
4 - Set a rule there to block 192.168.1.4 (x-box) on TCP/UDP
5 - Select ports from 1 - 6553x (where x would be either 5 or 6 can't remember now)
6 - use it everytime you needz speedy internetz
EDIT - of course when you apply this solution x-box won't connect with anything... just blame the microsoft then...
Only good routers can throttle bandwidth, so none of the ISP supplied ones will work anyway...
Probably some Cisco ones, but you see this feature is not really for SOHO use and is usually present in corporate/business routers.
One way is to install Linux on one machine and run that as a firewall/router, this allows you to control the bandwidth to each connection, but also uses up one machine.
There is another option, you can install a Proxy server on your windows desktop/laptop and connect Xbox to
your machine which then acts as a gateway. Most proxy servers have features to limit bandwidth usage - This obviously means that you'll need your machine to be on at all times you're using the Xbox, unless you want to keep shifting between the direct cable and the desktop gateway.

Sneak in a old 10baseT hub between his xbox and the router. That would be the only way to limit the bandwidth. I would assume that the xbox is running 100baseT.

Won't work, Hack. The Xbox uses about 190Kb/s, which is a LOT smaller than 10,240 (10baseT)
A good idea though. Perhaps an -old- one that runs at 9600baud?

Right... I -am- capable of buying a new router, I just need a cheap ass one that will work with <strike>completely obliterating</strike> slowing down his connection, bandwith allocation in other words.
Technically, I can't change the router because of the Terms & Conditions and the need for an ADSL password only the router can generate. Naturally, however, the ADSL password and username I got from the depths of my router and my common need to defy authority says otherwise.
